Building a Resilient Bengaluru

Building a Resilient Bengaluru is a public awareness and action campaign by the Mod Foundation to understand and improve the city’s stormwater systems. It combines research, storytelling, and citizen engagement to reveal how our urban water infrastructure shapes everyday life — and how collective knowledge can drive better urban futures.

What's at Stake?

Bengaluru today stands at the centre of Karnataka’s broader effort to build climate and water resilience. Under the Karnataka Water Resilience Program (KWRP), the state aims to strengthen how cities manage, conserve, and restore their water systems — from rivers and tanks to the smallest storm drains that run beneath our streets. Yet for these systems to truly work, citizens need to understand how they function — and why they often fail. Bengaluru receives nearly 970 mm of rain each year and maintains a stormwater network of over 842 kilometres, but still struggles with shortages, contamination, and flooding. This is where awareness becomes essential.

Invisible Infrastructure

Bengaluru's largest public water network—over 842 kilometres of stormwater drains—remains largely neglected in public discourse. These drains, critical for flood mitigation, public health, and water quality, are too often seen as mere open sewers.

The Governance Labyrinth

Public clarity is obscured by fragmented knowledge and complex, overlapping institutional jurisdictions (BBMP, BDA, BWSSB). This lack of transparency and accountability hinders effective city-wide planning and response.

A Failure of Imagination

By neglecting this infrastructure, we miss the opportunity to transform these vital networks into vibrant urban commons and integrated assets for climate adaptation.
